K-12 Library Program Development
Springfield Public Schools

Early in the history of the Springfield R-12 school library program, there was one library in the district.  This library at Senior High (Central) was under the direction of Mrs. Martha Meador who held a Master’s degree in library science.  Mrs. Meador promoted the importance of school libraries to the community.

Overview of the K-12 Library Program Development

Springfield Public Schools

Prior to 1977 – Circulating sets of books circulated between elementary schools on a quarterly basis.

Prior to 1978 - the elementary schools were served with a rotating set of books.

Junior High libraries were staffed with one full-time librarian.

  • Reed (current LRC built in 1994) – Nancy Banasik (followed by Kathy Lindstrom for a short time), Terri Evans, Betty Harris, Robin Cashman & Tammy West
  • Hickory Hills (LRC built in 1990) – Eleanor Baldi; Donna Baldi & Jane Parker
  • Jarrett (current LRC built in 1994)– Olive Tiede; Linda Burrell & Ken Richardson
  • Pleasant View (current LRC built in 1986) – Ruby Miller; Connie Winn & Julie Mahaffey.
  • Pershing (current LRC built in 1994)– Louise Stone; Terri Evans; Marilyn Harris & Suzanne Kautz
  • Cherokee (current LRC built in 1991)– Joyce Boyt & Janice Hampton
  • Study (current LRC built in 1994)– Effie Kent, Mary K. Carson & Brenda Galbraith

Senior High libraries were staffed with two full-time librarians.

  • Central – (current LRC built in 2002) – Wilma Wade & Dorothy Blades; Joan Estes & Marsha Waitman, Joan Estes & Terri Evans, Terri Evans & Sharon Marsh, Sharon Marsh & Ellen Robinson

1978 – One librarian (Linda Hammer) was hired to begin the elementary library program. 

 1979 – A second librarian (Mary K. Carson) was hired.  One temporary office secretary position was utilized (Carol Gilmore).                                                                                

 1980 – The temporary secretarial position (Carol Gilmore) became a full-time position and one 10-month secretarial position was established (Barbara Faught).

 1981 – Mary K. Carson took a leave of absence from the district to return to school to complete her Masters degree. 

 1982 – In January one elementary librarian was hired to fill Mary K Carson’s open position (Jane Parker). In the fall one additional elementary librarian was added (Ellen Robinson)

  • Mary K. Carson received her Masters degree in the spring of 1982 and returned to R12 as librarian at Study.  Jane Parker filled the full-time position in the elementary library office.                                                                                                                            
  • Linda Hammer was designated as Head Elementary Librarian. Job responsibilities were to oversee the purchasing, ordering, and processing of materials for all elementary libraries as well as coordinate scheduling and utilization of facilities, and develop library curriculum.

1983-84 –Three librarians were hired. (Brenda Galbraith, Betty Harris & Charlotte Wooderson).                  

  • Part-time clerical positions were expanded to sixteen.
  • One additional 10-month secretarial position was established (Linda Hill).

 1984-85 – Two additional elementary librarians were hired (Betty Greve & Joyce Samsel). The clerical staff increased from sixteen to twenty and clericals began to assist in serving the school libraries.                 

 1985-86 Ten additional part-time clerical positions were added to bring the clerical staff to thirty.

  • This spring the first Library Resource Center was opened at Fremont Elementary followed by those at Shady Dell, Study, Pleasant View, Gray and Pittman.
  • One elementary librarian transferred to a new position with R12 (Joyce Samsel).
  • Mary Latimer was hired in one of the 10-month secretarial positions to replace Linda Hill who transferred elsewhere in the district.
  • This year librarians were utilized as released planning time for elementary teachers with thirty-minute teaching/checkout periods for each class per week.
  • Library Resource Centers at Sherwood, McGregor, Fairbanks, and Disney opened.
  • After the death of Linda Hammer, Library Head Elementary Libraries, a K-12 Coordinator of Library was hired (Mary K. Carson).  Job responsibilities included the task of creating a plan to automate all school libraries. Additional responsibilities for district-level orders were shifted to this new position. Length of contract was 10.5 months.
  • Two new elementary librarians were hired (Linda Luke & Penny Lane).  The District Library/Media office moved to new facilities at the General Services Center.  At this time the Instructional Media Services and the Library Office became one.  Three full-time secretaries were employed in IMS (Billie Scott, Jackie Campbell & Leona Lane).  This brought the secretarial staff of the Instructional Media/Library to 4 full-time and 2 ten-month positions.                                                         

 1986-87 – No changes

 1987-88 – Library Resource Centers opened at Boyd, Portland, Campbell, Weaver, Watkins, Doling and Mark Twain.

  • Additional elementary librarians were hired. (Kristie Gallion, Barbara Holland, Linda Cooper, Sharon Marsh, Buanna Beach, Jane Green, Penny Lane, Keithleen Bonham, Elizabeth Kressig, Cindy Keene & Imogene Key).
  • One elementary librarian took a leave (Charlotte Wooderson) and an elementary librarian was hired to fill this position (Janet McBride).

1988-89 - No changes

1989-90 – Additional elementary librarians were hired (Margaret Butler, Mary Alice Wade & Jill Pearl & Joan Collins).     

  • December of this year the Dynix software was loaded. Teams of clericals and office staff started bar coding the high school collection.

In May 1990 the five high schools and one elementary library went on line with the new automated system.  Bar coding of the remaining collections continued throughout the summer.  Some library clericals worked part-time during this summer to help barcode the collections.

  • In the fall of this year the remaining schools were brought online. The automated software included circulation, cataloging and public access modules.
  • New Library Resource Centers opened at Bissett, Williams, Sunshine, Westport, Weller and Hickory Hills (replacing the original built in 1969).
  • Clerical assistants began staffing the library on alternate days of the Library Media Specialist.

 1990-91 – Phelps Gifted Center library collection was added to the database.

  • Library Resource Centers opened at York, Truman, Jeffries, Cherokee & Hillcrest moved into a renovated LRC.
  • One half-time elementary librarian was added (Joyce Needham). 
  • One full-time elementary librarian returned from maternity leave (Charlotte Wooderson).

1991-92 – Library Resource Centers opened at Bingham, Bowerman, Cowden, Delaware, Holland, Robberson, Sequiota, Wilder, Field and Rountree.

  • Program Evaluation for Library K-12 (three page report) was???
  • One full-time elementary librarian retired (Joan Collins) and the position was filled with a full-time elementary librarian (Jane Morrison).
  • Another half-time librarian was added (Debra Loeber) and a current librarian (Joyce Needham) became full-time.

 1992-93 – Two 10-month office secretarial positions (Mary Latimer & Barbara Faught) were changed to 12-month positions.

  • One full-time office secretary retired (Jackie Campbell).
  • One full-time office secretary transferred to the Curriculum Department (Leona Lane).
  • The K-12 Coordinator (Mary K. Carson) position was changed from a 10.5-month position to a 12-month position.
  • Two elementary librarians resigned (Keithleen Bonham & Jane Morrison).
  • Two new elementary librarians were hired to fill the positions (Ken Richardson & Vicki Williams).
  • Two high school librarians retired (Martha Corgan & Carmen Pyles)) retired. A new librarian was hired (Marge Cummings) to fill one vacancy and a current middle school librarian filled the other (Nancy Banasik). Elementary librarian (Betty Harris) transferred to the MS position.

 1993-94 – Carver Middle School opened.   One full-time middle school librarian position was added.  Linda Burrell transferred to Carver and Ken Richardson was hired to fill the position at Jarrett, bringing the total middle school librarian positions to nine.  One full-time elementary librarian (Julie Mahaffey) was hired to fill the position.                                              

  • Pershing built a new LRC to house both elementary and middle school.
  • Two part-time office workers were hired (Jamie Stokes & Amy Black).

1994-95 - The MSIP evaluation this year generated four major concerns for the Library program to address.  These concerns have been a driving focus for revision and update in the Library Management Handbook and Program of Operations.

  • The Library Office processed resource materials for the Social Studies Curriculum Adoption and Visual Arts Adoption. One part-time office secretarial position became an eleven-month position (Jamie Stokes).  The Library Service Delivery Plan was written.
  • One full-time office secretary transferred to a different department (Barbara Faught). This position was then filled (Linda Race).
  • One full-time elementary librarian resigned (Jane Green).  This position was filled by another full-time librarian (Andee McCormick) and a full-time elementary position was added (Judi Meador).

 1995-96 – The Library Office processed resource materials for the Science Curriculum Adoption.

  • One elementary librarian moved to part-time (Jill Pearl). One elementary librarian was hired part-time to share this position (Debbie Loeber).
  • The Library Office processed resource materials for the Social Studies Curriculum Adoption and Visual Arts Adoption.
  •  One part-time office secretarial position became an eleven-month position (Jamie Stokes).
  • One part-time processor was added in the Library Office (Amy Landon).
  • The 11-month office secretary position was changed to 12-month, creating the fifth full-time secretarial position in the district office.
  • Three full-time librarians were hired (Karen Martin, Beverly Farrand, & Suzanne Kautz).

1996-97 – The Library Office processed Health Adoption materials this year.

  • Two full-time office secretaries retired this year (Billie Scott & Carol Gilmore). Those positions were filled (Dianne Henry & Kristie McConnell) and one part-time position was added (Teresa Tackett), bringing the office staff to 5 full-time and 3 part-time workers.
  • Three temporary workers were hired this summer to help with the Curriculum Adoption materials. (Jennifer Burrell)
  • The Media Scheduling module of the Dynix software was added to our software package.
  • Cherokee became a middle school and the elementary students along with the library collection transferred to Disney.
  • One middle school librarian (Joyce Boyt) retired.   The position was filled by a current elementary librarian (Janice Hampton) and one new elementary librarian was hired (Andrea Still).
  • In May of this year the elementary librarian serving Disney was killed in an automobile accident (Linda Luke). A current librarian filled that position. (Beverly Farrand).
  • One elementary librarian was hired to fill the vacancy (Nancy McLaughlin).
  • The Linda Luke Librarian of the Year Memorial was established. 

1997-98 – The Library Office processed Science Adoption materials.

  • McBride Elementary opened. A current elementary librarian (Jill Pearl) filled the position.
  • One elementary librarian was hired (Terieca Douglas).
  • First IMS catalog was printed.
  • Buanna Beach received the Linda Luke Librarian of the Year Award.
  • One full-time elementary librarian was hired (Shirley Richardson).

1998-99 – Spring presentation of the K-12 Library Media Program Evaluation Report to the Board.

  • Summer revision of the Clerical Assistant Handbook
  • Summer update and revision of Board approved policies for selection, copyright, confidentially, access/internet, and objection to materials policy/form
  • Cindy Phillips, full time secretary was hired.
  • The District Library Web Page created.
  • K-12 Library MIG Curriculum revision.
  • Update/revision for IMS printed catalog. All new staff and libraries received a copy.
  • Dynix training material compiled in a separate notebook to be distributed to each librarian/clerical assistant.
  • Revised MIGs presented and adopted by Board (Dec. 14).
  • One half-time librarian was hired (Cathy Kerwin).
  • One processor was hired in the office (Rebecca Burkhart).
  • Linda Burrell was awarded the Linda Luke Librarian of the Year Award for 1998-99 school year.
  • One middle school librarian retired (Betty Harris) and two elementary librarians resigned (Andee McCormick & Judi Meador).
  • This middle school position was filled by a current middle school librarian (Terri Evans) and a new middle school librarian (Marilyn Harris) was hired.

1999-2000 – Policy revision was presented to the Board for adoption.

  • Update/revision of Library Management Handbook
  • Library Service Delivery Plan – no revisions
  • Dynix training manual updated
  • Barcode reader replacement plan created
  • Celebration of 10 years of library automation with Dynix software
  • Copyright posters & flyers printed and distributed.
  • Sequiota & Weller Elementary 3-5 LMC program moved to flexible, collaborative, integrated program
  • One office secretary transferred to another department (Kristie McConnell) and the position was filled (Pam Britton).
  • Josh Clair and Julie Latimer were hired as part time help.
  • Robin Cashman was hired as librarian for Reed Middle School
  • One senior high librarian retired (Joan Johnson) and this position was filled by a current middle school librarian (Terri Evans) leaving an opening in middle school.
  • Joyce Needham received the Linda Luke Librarian of the Year Award.
  • One elementary librarian retired (Vicki Williams).
  • One half-time elementary librarian was hired (John Reinert).                                 

2000-01 – Doling Elementary closed. The collection was disbursed to other elementary schools. This was a part-time librarian position at this time.  This part-time position was filled by a previous librarian who returned from the classroom (Cindy Keene).

  • 3M Security System was installed at Reed Middle School.
  • McGregor building leveled to begin construction of a new facility
  • Pepperdine Elementary closed. That collection was disbursed to other elementary schools.
  • Berry Elementary was closed. That collection went to Boyd with the students.
  • One elementary librarian went back to the classroom (Shirley Richardson) and that position was filled (Gail Eubanks).  
  • Four elementary librarians were hired (Marklyn Cotter, Cindy Scruggs, Mary Weekes &, Tammy West) to fill open positions.
  • One elementary part-time librarian was hired (Cindy Keene came back after having served previously and then returned to the classroom.)
  • One half-time elementary librarian became full-time (John Reinert)
  • One high school librarian (Terri Evans) retired. The position was filled by a current middle school librarian (Donna Baldi).  A new middle school librarian was hired to fill the position (Cindy Neuman).
  • One middle school librarian retired (Connie Winn). This position was filled by current elementary librarian (Julie Mahaffey).
  • One full-time office secretary left the district (Cindy Phillips). This position was filled by a part-time worker (Teresa Tackett). The part-time was then filled (Rita Seela).
  • Penny Lane received the Linda Luke Librarian of the Year Award.
  • Central High School moved into new facilities
  • Dr. Emmett Sawyer, Director of Curriculum, left the District and went to Greenwood Lab School
  • Mary K. Carson retired as full-time Library Coordinator and began working in that position part-time.

 2001-02 – McGregor moved into new facility after Winter break

  • Security systems were purchased for Central & Glendale High Schools
  • Policies IIA, IIAA, KLB were revised and adopted by the Board.
  • Robin Cashman received the Linda Luke Librarian of the Year Award.
  • One part-time elementary librarian retired (Cindy Keene).

 2003-04 – Phelps Gifted moved into new LRC

  • Board approved a total of 22.2 Clerical Assistants’ FTE
  • Nine new clericals hired.
  • All library clericals became benefited
  • Professional library staff decreased from 41.5 to 36.5 (10 Senior High, 9 Middle School & 17.5 Elementary librarians).
  • One high school librarian retired (Suzanne Brown); this position was filled by current elementary librarian (John Reinhert).
  • One high school librarian transferred to a middle school (Cara Russell), this position was filled by current elementary librarian (Marklyn Cotter).
  • One elementary librarian retired (Buanna Beach); this position was filled by a current librarian (Cindy Scruggs).
  • One elementary librarian was hired to fill the position left by John Reinhert (Christa Lairmore)
  • Two middle school librarians left the district (Robin Cashman & Cindy Neuman)
  • The Reed (Cashman) position was filled by a current elementary librarian (Tammy West) and the Pipkin (Neuman) position was filled by current high school librarian (Cara Russell).
  • One elementary librarian returned to the classroom (Andrea Still)
  • Eight elementaries are served this year by more than one librarian
  • Five elementary librarians serve three schools
  • One elementary librarian serves four schools
  • Two middle school librarians serve elementary also
  • The Dynix System Administrator retired (Mary Latimer). The position was filled by a part-time office worker (Rita Seela). Mary Latimer continues to work part-time.
  • Julie Mahaffey received Linda Luke Librarian of the year Award.
  • Pipkin and Parkview had security systems installed.
  • John Reinert and Marklyn Cotter were assigned to Parkview High School in place of Cara Russell who transferred to Pipkin and Suzanne Brown who retired.

2004-05 - New security systems were added to Carver, Cherokee, Hickory Hills,   

  • Jarrett, Pershing, Pleasant View, Study, Hillcrest, and Kickapoo.
  • One elementary site was closed – Fairbanks.  Students from Fairbanks will combine with the Weaver population.
  • We had one librarian retire Ethel Breithaupt - Phelps.
  •  Teresa Young received Linda Luke Librarian of the year Award.

 2005-06 – Shady Dell closed as an elementary site and will now be used as the Early Childhood Program site.

 2006-07 – No change

 2007-08 – The Library Office lost one secretarial FTE – Jessie Erickson was moved to the Music Department at Tefft and we lost one part-time secretary Rebecca Burkhart.

 2008-09 – Two elementary librarians retired (Linda Cooper – Gray Elementary and Penny Lane Bowerman/Robberson) these positions were filled by two new  librarians Nicole Bueno and Sarah Gugliotta.

 2009-2010 – Long time Coordinator of District Library Media Services Mary K. Carson died on January 10, 2010.  The District placed Mary Fry a retired Curriculum Department Coordinator over Library Services until the position is filled.

  • Parkview High Library renovation was completed in September 2010.

  • Kickapoo High Library renovation was completed in March 2009.

  • Cherokee Middle School renovation was completed in September 2009.

  • Hickory Hills new building was completed in January 2010.             

  • Retired librarian Penny Lane died in October of 2009.Three high school librarians retired (Deborah Davis – Kickapoo - Jane Parker- Glendale -– John Reinert-Parkview).  The Glendale position was filled by Shellie Foltz current Westport/York librarian – the Kickapoo position went to Charlotte Wooderson current librarian at Hillcrest, and the Parkview position was filled by Beverly Farrand current Disney librarian.
  • The Westport/York position was filled by Christopher Smith a classroom teacher from Robberson.
