Dear Unit Presidents and Legislative Chairpersons,
 
Attached is the list of questions (see below) that were covered at today’s Legislative Forum held during our regular Council meeting at Jeffries Elementary School.  If your representative did not attend today’s meeting, please encourage your unit members to send these questions to their respective legislators with a request for them to answer the questions.  Their response to issues of statewide concern are important to our local public schools and children and families in Springfield and throughout Missouri.   Please forward any response that you receive to either office@mopta.org or stephaniem@mopta.org.  Representatives Charlie Norr and Charlie Denison attended today’s event.  If you live in one of their districts, please take a moment to send a note or email thanking them for their time and for attending today’s event.  According to Representatives Denison and Norr, our legislators want to hear from us.  This would be a great way to start communication with our elected officials. 
 
Also, please think about attending the Annual Child Advocacy Day being held in Jefferson City on January 27th starting at 9:00 a.m.  Donna Petiford and Stephanie Miller will be attending and have room for a few additional carpoolers and would encourage each unit to organize at least a couple of people to attend.  It would be great if there were enough of us to charter a bus!  Please contact one of us or visit http://www.mopta.org/ for more information.

Legislative Forum Questions for Springfield Council of PTA’s

Third Party Child Abuse Reporting

Missouri PTA adopted a new resolution at its 2007 Convention to address issues with the third party child abuse reporting process in Missouri.   Under current Missouri law when suspected abuse of a student by a school employee is reported to a school administrator by a third party, the third party reporter may be held civilly liable for actions of the school administration toward that employee; and because of current Missouri law, a third party who observes a school employee abusing a student or suspects a school employee of abusing a student during school hours or school-sponsored activities may choose not to report such behavior to school administrators out of fear of legal and financial consequences.  Will you support legislation that protects a third party, many times a parent or legal guardian, from civil liability when such party is acting in good faith on the behalf of a suspected child abuse situation? 

Tax Credits, Deductions and Vouchers

Missouri PTA opposes any voucher system that finances non-public schools with public funds.  Legislative consideration has been given to providing parents and sponsors of students in private and parochial elementary and secondary schools with tax deductions on their state income taxes for tuition paid to these schools.  Tax credits or deductions would decrease state revenues and put a heavier burden upon other taxpayers.  Missouri PTA has traditionally favored the use of public funds for public education only.  Do you support or object to Missouri PTA’s position on this issue and why?

Teen Drivers and Cell Phones

The National Transportation Safety Board listed prohibiting teens from driving with cell phones as a 2005 “Most Wanted” Highway Safety Improvements Federal Issue.  According to the Missouri State Highway Patrol, the average of teen traffic accidents in Missouri is equal to one injury or death from teen driving every 25.4 minutes.  A research study provided by Ford Motor Company showed that teens are four times more distracted than adults by cell phone use when driving.  These facts have led Missouri PTA to urge legislators to prohibit teenagers who are driving under a permit or an intermediate license from driving while talking on a cell phone and require the Missouri Department of Transportation to track the use of cell phones in relation to traffic accidents.  Can we count on your support of these issues?

Tobacco Settlement Funds

Missouri is currently failing to use the 1998 settlement monies with the tobacco manufacturers for its intended purpose of attacking the enormous public health problem posed by tobacco use, even as they collect record amounts of revenue from the tobacco settlement and tobacco taxes.  Missouri has used a significant portion of the settlement monies to cover budget shortfalls.  Every year new addicts in Missouri, including children and youth, outpace that of other states.  Missouri PTA encourages and supports legislation requiring significant portions of the MSA monies be allocated to statewide youth tobacco prevention programs and campaigns using Centers for Disease Control recommendations as a guideline.  Missouri PTA also encourages schools and school districts to incorporate youth tobacco prevention education in appropriate sections of the curriculum.  Can we count on your support on getting this settlement money used for its original purpose?

Springfield Council of PTAs to co-host

LEGISLATIVE RALLY

  

Missouri PTA and the Springfield Council of PTAs will be hosting a local legislative Kids First Rally with area legislators expected to attend.  The rally will be held on Wednesday, December 3, 2008, beginning at 9:15 a.m. at Jeffries Elementary School, 4051 S. Scenic (65807). Governor-Elect Jay Nixon, and Senators Norma Champion and Dan Clemens have been invited to attend this rally as well as Representatives Charlie Denison, Charlie Norr,  Bob Dixon, Shane Schoeller, Jim Viebrock, Sara Lampe, and Eric Burlison.  Federal elected officials Senators Bond and McCaskill and Representative Blunt have also been invited to attend. 

 

“We’re delighted to provide our members with the opportunity to hear the views and positions of their elected officials regarding issues relevant to children,” said Mary Oyler,  Missouri PTA President. “PTA members vote and advocacy has been a key role of PTA from the very beginning.”

 

During the rally, the attending state elected officials will answer specific questions posed to them by a Missouri PTA moderator and, time allowing, the moderator will also read questions from audience.  The core issues which will be covered are as follows:

  • Tax Credits, Deductions and Vouchers,
  • Teen Drivers and Cell Phones, 
  • Third Party Child Abuse Reporting in Missouri Schools,
  • Status of Master Settlement Agreement (Tobacco Settlement Funds).

Dear PTA Presidents:
 
Springfield Council of PTAs maintains a bulk mailing permit as a service to all units in Springfield.  Many PTAs/PTSAs use our permit to mail newsletters and other letters to students’ homes.  Beginning May 2009, the US Postal service will be making changes to bulk mailing procedures that are intended to cut down on the amount of mail being returned or treated as waste (costing the USPS approx. $1.8 billion annually).
 
In order for Springfield Council of PTAs to determine the best response to the proposed changes, it would be helpful to know what PTAs are using council’s bulk mailing permit.  Will you please let me know as soon as possible if your PTA unit is using council’s permit number?
 
If you are using the permit and in the event it would become necessary, would your PTA be able to use an alternate addressing format such as “John Doe or Current Resident” on the address labels you create for your mailings?  In this case, the mailpiece would be delivered to the address appearing on the label and would not be returned or forwarded.  Please check with whomever creates your mailing labels to see if this would be a feasible option.  Please let me know what you find out by leaving a comment for me here.

The right to vote is one of our greatest American freedoms.  Many Americans have made the ultimate sacrifice to secure this right. Other countries struggle to win the right to vote for their own people.  When I was growing up, I noticed that no matter how busy my parents were, they rarely missed the opportunity to cast their vote and I often accompanied them to the polls.  One of the last errands I ran for my dad was to the County Clerk’s office for the forms that would allow him to vote from home.  Even when he was very sick, he was worried about how he would make it to the polls on Election Day.  As an adult, I share my parents’ enthusiasm for this great American freedom and in an effort to pass on what I have caught from them,   I often arrange to stop by the polls when my daughter is with me. 

I never made a phone call, wrote a letter or contacted an elected official until I became a member of PTA.  I assumed that my duty ended at the polls and that those elected would take things from there.  Being a member of PTA has taught me that our government is “too big and too important to be left to the politicians”. I have witnessed firsthand what happens when we use our collective voices to speak up for our children, our families and our schools.

I hope you will join me at the polls on Nov. 4, but more importantly, I hope you join me by answering PTA’s calls to action throughout the coming legislative sessions.  Call Greene County Clerk’s office to set-up time for certification of volunteers

becoming educated about candidates for public office and their positions on
legislative issues that are important to children and public schools.
By exercising our democratic right to vote, we are able to give children a voice.

 The deadline for absentee voting in person in the office of the County Clerk
 is 5:00 p.m. on the day before the election.

State law requires that you vote at the precinct that serves your current address.

The first visit to OMDR requires the unit ID, membership ID, president’s name and position.  This was given to all PTA/PTSA presidents in the Summer Packet 2008 mailing.  The president should go in first (each year), set the membership year and add the officers.  When you go for a first visit you create a new unique username and password each year. 
 
If you have misplaced the information sheet with unit ID and membership ID, please contact the Missouri PTA office and they will get that for you.

Since the first of August our Council has already participated in an Executive Board meeting,  three shopping days at the PTA clothing Bank, an Officer’s Training and the St. John’s Back to School Bash.  I am fortunate to be a part of such a hard-working and caring team.  I can’t thank my fellow board members enough for the commitment they have to their work with Springfield Council of PTAs.  I am excited about the plans that they are making for this school year.   

In 1932 our Council began looking at the clothing needs of students and participated in a clothing drive with the Kiwanis and the News-Leader.  This action has evolved into what we now call the PTA Clothing Bank located at the Bailey School.  We proudly continue this legacy that has, for over 76 years, helped thousands of students return to school well-dressed and ready to learn.   We are pleased to still be working side-by-side with the Kiwanis who operate the Shoe Bank at Bailey and provide students with new athletic shoes.  In addition to the numerous PTA and community volunteers, we are fortunate to have the help of the high school special education students throughout the year who help us organize the space while they are learning valuable life skills. 

For more than a century, PTA has been the voice of children and youth to decision makers at the national, state and local level.  Times and issues have changed, but advocating for children and youth remains a critical responsibility of all PTA members.  Please add your voice to the community-wide discussions regarding attendance boundaries and facilities usage.  You are encouraged to share your concerns about this issue by completing the online survey(http://springfieldpublicschoolsmo.org/boundaryreview/index.htm) or attending one of the town meetings scheduled for Sept. 11 at Central or Oct. 9 at Parkview.  You may also request a Speaker’s bureau presentation for your school by contacting Emily in the Community Relations department (ehiggins@spsmail.org or 523-0020).  Our elected officials are responsible for many important decisions that impact public education.  It is important to make your voice heard at election time by exercising your right to vote.  PTAs are also encouraged to sponsor voter registration drives at their open houses and to help encourage future voters through the KIDS VOTE event being planned by the district. 

Our membership numbers are key to our advocacy efforts at all levels of government. For less than 2 cents a day, anyone can become a PTA member, joining more than 5 million other people who share our interest in issues affecting children. Please invite everyone—parents, educators, students and other citizens active in your school and your neighborhood–to join PTA.   I can’t think of a better investment.
